Kim Newgard, Executive Director

A resident of Pasco Count for over 30 years, Kim Newgard, Executive Director, Connections Job Development, Inc., retired from Verizon Information Technology in 2004 and, after 10 years of service, recently retired from Pasco County BOARD of County Commissioners working in Information Technology and Community Development. Kim holds a B.S. Degree in Education from USF, with graduate studies in Educational Psychology and Organizational Development. Kim and her staff look forward to working with the citizens of Pasco County to provide economic stability to the underemployed and unemployed. Kim’s resolution is that everyone has the ability to take possession of their future and achieve job fulfillment and success through determination and goal attainment.

Esther Perez, Job Advisor

Esther Perez, Job Advisor,   

has been with the Connections Job Development Program for over 4 years.  Esther is bilingual in Spanish and English. Esther enjoys helping people achieve their employment goals. Whether it is critiquing, creating, or updating a resume, helping with interview clothing, mock interviews, job seeking advice, or any kind of challenge that our clients may be facing, Esther, and all the staff at Connections, are here to help. 


Esther has an Associates Degree in Liberal Arts/Social Sciences where she graduated with Honors: Cum Laude (76 Credits) and Seven Academic Excellence Awards. 


Since 1992, Esther's Social Services experience includes serving as:


  • Deputy Director for Employment Services and Placement, One-Stop Center, Brooklyn, NY
  • Case Manager Supervisor at Curtis and Associates Human Services Department, Brooklyn, NY
  • Facilities Manager, Administrative Assistant, and Student Advisor for Career Resource Center, New York, NY
  • Youth Case Manager – Testing Assessment and Placement,working in conjunction with the Board of Education for the Auxiliary Services for High School Students (ASHES) in Brooklyn, NY.
  • Volunteer Assistant Academic Advisor while attending Medgar Evers College (CUNY).
